My mum has terminal cancer. Does that mean she automatically qualifies for continuous health Care?

No, it doesn't.
Continuing Health Care looks at a set 9f criteria such as mobility, nutrition, skin integrity. It is difficult to get, a person needs to be very poorly and challenging to look after.
If she has less than 12 weeks to live, a nurse could complete a fast track, which gives the same funding I believe, but different criteria.
