I had a Cosatto seat for my first that I refused to use for my second as I’d learnt a lot more by then. Cosatto are the most basic safety wise, as in pass the very minimum safety requirements and no more. If possible you want something that’s been Swedish plus tested. The swivel is a gimmick you probably don’t need too, I’ve had one that does and one that doesn’t and honestly it makes no difference if you’re able bodied.
I had an Avionaut pixel pro for my second and really recommend, supports baby in the safest position with their back straight. BeSafe and Maxicosi are other brands to look at. I’d recommend the Facebook group Extended Rear Facing Car Seat Safety to learn more.

Looking at the reviews for this on their own website, it uses top tether to secure it which people say makes it difficult to spin, particularly in the forward facing mode with harness. That sounds like the tether attaches to the top of the seat, which is not ideal for a rear facing seat anyway. It's OK and it will meet the correct safety standard, but you can get better seats for the same money.

For this budget I would look at Joie 360 Spin instead, it's a much better rated seat and doesn't have the top tether issue. Or Graco Turn2Me i-size, which is similar but has better side impact protection, and a 19.5kg weight limit which is similar to the Cosatto one.

Neither of them have the high back booster mode up to 150cm built in, but that's best to buy separately anyway, when your child gets to that age/stage.

And, I know the Cosatto seats have cool covers (I really like their patterns) but I would prioritise safety and maybe look at something like an Aeromoov insert to reduce sweating in the seat in the summer, or a fun patterned blanket to keep in the car for the winter, since they shouldn't wear coats in a car seat.
