Cozy n safe comet car seat- does it work without isofix?

Just a quick question, does anyone know if the cozy n safe comet seat's 360 rotation function still works if attached using the seat belt as opposed to use isofix?

Looking at the manual, you can't fit this car seat with a seatbelt, it is only used with the seatbelt when it is in Group 2/3 mode (used as a high backed booster). You wouldn't be using the spin function in this mode.
