DD1 is struggling to fit her shoulders under the Group 2/3 car seats we own (we have 3). They are all extended to maximum length.

She is nine and a half. Do we switch to a Group 3 booster cushion at this point?

Yes that should be fine
If she's 135cm she can legally travel without any seat

Yes, I know but we would prefer her to be 150cm before she sits without any support for the placement of the seatbelt.

She's 133cm so not far off.

Yes, a booster cushion will still adjust the belt over her lap so much better than nothing.
