Booster seat law

Can anyone explain car/booster seat law to me?!

DD is 139cm and 31kg. So on the guidance website it says she is tall enough not to need a booster but not heavy enough. My friend took her in the car without a booster as "she's tall enough not to need one".

I can't work it out - help!

By law she's tall enough not to need one. Weight irrelevant. However car seat experts will advise that 150cm is a safer stop point. There are high back boosters which will accommodate that height and keep your child safest for longest. Legal doesn't always mean safe (see: smoking)
