What are the new rules on ERF?

Can anyone simplify it? I know the law is set to change, but I'm confused as to when. I need to know in case it affects ds2 and his next car seat.

It won't affect car seats you already own just the new ones for sale in the shops

Its a manufacturing law I think.

Babies must be rear facjng until atleast 15 months.
