Rear facing seats for older children?

DS2 needs to move into DS1's Britax 2-way Elite. Will I have to get a forward facing seat for DS1 or are there any RF options for an older child?

I've read that in Scandinavia children stay RF till age 4 or 5 but don't know if you can get seats like that in the UK, I don't think we'd get our money's worth out of a second 2-way elite.

DS1 is nearly 4 y.o., about 98cm tall and weighs about 44lbs.

We have the Britax TWE and you can RF until 25kg. Looking at this site (incarsafetycentre.co.uk/category/extended-rear-facing) which has the best range of RF I've found in the UK, none of them RF past 25kg I think, so I'm not sure any are available.

I have both DC in the TWE and they are both little for their age, looking at the growth charts in their red book they won't reach the 25kg weight limit until they are about 8.5years old! We can't decide when we'll change to FF, my eldest has school friends asking why she sits backwards like a baby does!

DD3 is 4yo and 100.5cm & 16kg. She is rfing in a Hi Way II and has a few inches of torso growth to go before she is too tall. Nowhere near the weight limit though as it's 25kg.

The TWE has a much bigger shell so would last much longer. DD2 sat in ours until around 118cm (though ffing due to stomach issues) and was 5.5y until she swapped to a high back booster.

The DC have had no comments about rfing/ext. harnessing even though an awful lot of children their age (and younger Sad) don't use even a booster cushion.
