current law on rear facing?

I seem to recall reading somewhere that laws were changing in Jan2013 in respect of rear facing but can't seem to verify if this did happen & what the changes actually are.

Expecting again & we kept ds's old infant carrier to reuse but not sure it'll still be suitable.

Can anyone put me up to speed?

there has been no change to the laws on rear facing seats.
