Are there any guidelines for when this wedge should be removed? I've lost the instructions and have zero recollection of when we did this for the other dc . Ds screams in the seat so I'm thinking he is not at all comfortable. He is 9 weeks.

don't know what the instructions say... but I'd go with my gut. If you're sure he's uncomfortable, then solve the problem.

Don't think there is an age.
Try without and see how it is

No age or weight guide, if baby looks uncomfortable try it without but be aware baby will take time to settle as is used to not liking the seat.
