Tightening straps on TWE.

I can't get the straps tight enough for dd3 without layers!
I've been pulling the strap by her feet but it seems to be as far as it will go. I can't believe not wearing a fleece/cardi makes that much difference.
Any suggestions?

What about one of these The Americans use them.

She's at the bottom end of the size range but has been fine for the last 3 months so I think it must be something like that.

Didn't work. The metal bit that joins the straps to the tightening strap is at its smallest point, so I guess the straps are.
Will phone the car safety people tomorrow & ask advice.
