Am confused - is top of head level with top back of seat the limit, or can I wait until eye level is level with top of back of seat?

I think there has to be minimum 1 inch of shell above their head for rear facing, there is quite a good link here with pics to tell when too tall for rear facing

I didn't know about eye levels or inch guides but if of interest DD is nearly 18mo, weighs about 28lbs, and we turned her to forward facing two weeks ago, partly because she was starting to look crampt, and partly because she had become a grumpy traveller when not alseep. She loves facing forwards and now giggles her way even through long journeys. She loves being able to see me driving and tbh I love being able to see her face at a glance too. We can sing songs etc if stuck in traffic, and she loves having a better views out of the window too.

Obviously your question was about safety not behavioural readiness to turn round, but just so you know I have no regrets about turning DD and slightly wish I'd done it sooner
