Would a 15 month old seem small in this?

We got it for DD when she was the same age (or a bit younger) and she was fine in it. It has an extra bit of padding for little ones (almost like a seat in a seat) that we onjy just removed (DD is now 20 months old). It's a great car seat and we are really enjoying using it.
