Car Seat for 18kg 2.8yr old

Hello I am posting this for a friend.

Her DS weighs 18kg Shock and is 2.8yrs old.

His eyes are now over then top of his car seat (maxi cosi isofix one - priorifix?)

So which seat should she go for now? And does he have to use the normal seatbelt not a 5 point harness as he is over the 18kg mark? I am not sure I would trust my DS (same age) with the normal seatbelt just yet!

What are her options?

her options are basically a highback booster, using a normal seatbelt

or, the britax 2 way elite here which can be used harnessed up to 25kg. It isn't widely available though, so she would probably need to travel to somewhere like milton keynes to get it fitted

the twe or the britax multi tech are probably her only options as they are harnessed to 25kgs, unless she would trust her ds in a seatbelted hbb. ds is the same, he was 20kgs at his last weigh in and he was about 2 and half!! Shock but he is tall too.
