Is this just the weight I'm 'meant to be?'

I'm starting to this I just have a weight I'm meant to be?

I'm 37 and 5'8. I weighed 176lb after Christmas and I've got down to 157ish. But now the scales just aren't budging. I just go up and down the same 3lb.

Is this just what I'm meant to weigh? It's a healthy BMI but only just (23.9).

I was hoping to lose a bit more but I'm not sure I can cut lower again as I get hungry and tired.

I've been on about 1800kcal average the last few weeks. I was on less at the beginning but I was so tired. I'm running 5-10km 3 times a week, walking 10000 steps a day (average - but more like 3-4000 on my 3 office days and 10-25000 on others) and doing pilates.

I don't want to cut out any more food. Is this something I've just got to come to terms with?

What's driving you to want to lose more weight? It sounds like you are active and are eating a sensible amount of calories, if your diet is balanced it sounds like this is a decent and realistic weight for your body. I personally wouldn't look to restrict first but to maintain at this point.

Also try reading any of Gary Taube's books. He argues for a fuel partitioning theory of weight gain / loss.
He also has a substack and loads of talks on YouTube.
