9 year old son being labelled a bully

So I’m wondering how others would deal with this. My 9 year old son Tim, has recently started making new friends at school. His “best friend” Jack , whose parents we are good friends with, is struggling with this. Jack has always been possessive of Tim and often told him who he could be friends with and acted like he owned Tim. Turns out he is telling anyone who will listen my son is bullying him- I truly don’t believe he is- the teachers and head flat out stated Tim is not a bully. Jacks dad works at the school in the same class as a TA and now has also started making things uncomfortable for Tim. Not including Tim in activities, singling Tim out.two parents have called me to inform me Jack is telling other kids to avoid Tim. I hate the fact my son is being labelled this out of spite. Suggestions?

If the head and teachers agree your son isn’t a bully surely the parents behaviour needs addressing by them? I would ask for a meeting and go from there.
