How do you get social sevices to act

I posted on sunday about my DS being bullied and hopefully thanks to your advice it is finally sorted, but I'm concerned about the boy who was doing the bullying.
he was a lovely boy up until last summer when they moved in with his mums boyfriend this only lasted six weeks and they came back.
since then there have been a string of men in and out of the house there were even rumours of her being a prostitute.
The boy is out from nine in the morning til nine at night far too late IMO. He runs wild and destroys all the other childrens toys and tries to steal they're sweets or ice cream from them.
social services and police have been called by several neighbours because of the mothers behavior but nothing seems to be getting done as she won't answer her door to them.
the rest of us caring mothers in the street don't know what do apart from sticking together and watching out for the boy when he's out playing. Does anyone else have any suggestions?

I would speak to the school and have it on record that you are concerned that there is a child protection issue here.

Most LEAs have a person at the council who deals with kids where there are high incidences of bullying.

You can also refer yourself, but that might put you in a difficult situation. In general I think it would be better to involve the school.
