I think it's illegal if it's any sort of formula, because that's promoting it!! And they're not allowed to do that!

Follow on milk promotion is still legal - its why they invented it, and although internationally they want to stop the promotion of it, the UK hasn't implemented that in law

It's only infant formula that is covered by the UK legislation (though not by the WHO code). Follow on is not classified as infant formula.
