Cow's milk and nappy rash

Can the introduction of cow's milk cause nappy rash? I have just switched my 13 month old to cow's milk only (apart from one bf first thing am)and wondering if this could be the cause of her very red, spotty bottom. She's never really suffered that much from nappy rash so the cow's milk is the only thing I can think of.
The rash seems to be upsetting her.
Oh, I've just thought of a couple of other things I've done differently recently - changing nappy brands to the eco-ish 'Nature' ones and dd taking a sudden liking to oranges - could either of these be responsible for the nappy rash?

IME nappy rash is usually because of bacteria which come about when they're teething.

ds gets nappy rash more now he is on cows milk. and more yellow poos too.
it blisters quite quickly so have to get it off asap.

Having said that I'm not a big milk fan and have found I and two of my ds's are intolerant to it so ...

Yes, I think she might be teething so that could have something to do with it.
