Bad reaction to Aptamil powdered milk

I have 7 week old identical twin boys who I have expressed and bottle fed up until recently when we have moved onto just formula bottle feeding. Because they were 5 weeks early we were recommended to start with the carton/bottle formula which the boys had tried in hospital and so we have been using Aptamil. Tonight we decided to try feeding them powdered Aptamil and followed the instructions to the final letter. However, the boys have both had a very weird reaction to their feed. Usually they are good at taking their pre-bed feed although we may struggle getting them to take their final 20mil. With the powdered aptamil, each have only taken 40mil (of a 120mil feed) and gone a little floppy and fallen fast asleep. After our short panic, they both became much more 'normal' and alert and so I tried feeding again. One twin brought all the milk up whilst the other fell straight back asleep.

Has anyone else had a reaction like this to the milk? I don't think there is anything seriously wrong with our boys as they were fine (and enjoying their baths) before their feeds and seem ok now. I'm seeing our HV tomorrow so will ask her too.

It could just be the transition, getting used to the milk and the different water?
Ds is different with the cartons and the powder.
