BF baby fussing during feeds

DD is 14 weeks and has started constantly fussing when at the breast. She keeps latching on then coming off, stuffing her hands in her mouth, looking around. It's making BFing in public difficult as I keep flashing my boob! And she never seems full now, meaning I'm feeding every 2 hrs. I never got this far EBFing before so is this normal or if not what could be the reason?

Thanks loopy! I suspected that it was normal especially as she is incredibly nosey! Not sure anyone appreciated me flashing in the middle of a bird demonstration when she caught sight of their colourful feathers! Will wear a summery scarf or something in public to protect my modesty from now on!
