Can one use plain old cows milk to mix with baby rice and other cereals after six months?

Formula is cows milk, isn't it?

Yes, full fat cow's milk is fine in cereal and cooking though not as a "main drink" - that still has to be breastmilk or formula til at least 12 months.

Formula is derived from cow's milk, but it's not the same. Fortified and other stuff done to it so that it's suitable as a main drink from 0-1, which cow's milk isn't.

Cow's milk fine on cereal from 6 months though.
