Louise Penny inspector Gamache series is brilliant. The last few (there are loads) become slightly less cosy but the first 10-15 definitely are

You might want to try
A Spoonful of Mystery by J M Hall
The Windsor Knot by S J Bennett
Vera Wong's Unsolicited Guide to Murder Jesse Sutanto
The Three Dahlias Katy Watson.
These are all the first books in series.

There is one on today’s Kindle Daily deal called Murder at the Ivy Hotel. Can’t recommend it as I haven’t read the book but it does say it’s cosy.
