Feel shocked and upset, just found out a family member has been abused

I feel really shocked. And tearful.
dh rung to say that he's just been told that a young family member has been involved in some abuse. He is 11 ( almost 12) and it was with a 15 year old boy. I was only reading the thread earlier this week on here about the OP who's heard the 4 year old saying things and ddn't know what to , and now this.
The boys younger brother went upstiars and saw things going on and went downstairs saying 'oh thats gross', his mum asked what was and he mentioned 'willys' ( he has limited speach)so she went up and saw them. she called the police but they said they couldn't do anything. I've not spoken to them yet so don't know any more details. this world is fucked up.

Police are probably meaning that they can't prosecute a child (because he is under 16) but I'm sure there must be something they can do.

thanks , yes horrible.

I spoke to his mum earlier. she is shocked and upset. said he didn't say anything as the older boy said he wouldn't be his friend if he did. He is quite niave, easily led and wants to be 'in' with the older boys. He is young for his age and has some developmental issuea so an easy target it seems.
The older boy's mum said my family member is lying and so is the other brother who whitnessed it.
Turns out police are following it up, interviews etc, story was a bit warped by the time it got to me.

totally untrue - children can be prosecuted from the age of 10 (age of criminal responsibility)

I would imagine there is some issue with evidence if police have been involved and have not been able to pursue the matter as sexual abuse of children would be very seriously pursued.
