i pulled over and put him back in his seat but he just kept getting out...does this mean he is ready for a lap belt?

He'll soon find out how to undo a lap belt. You need a "thingy" to stop him getting out. I have one, which I bought a few years ago. Tehy are hard to find hopefully someone will find you a link.

most of them have a go.

i put the fear of god into them, explain that the police will come and put mummy in jail forever if they get caught out of it, and refuse to drive off until they swear they will never ever do it again.

he is not ready for a lap belt. he is ready to understand how dangerous it is and that you are the adult in charge.

ta daaaaa.

or buy a lock for it, available from most childcare shops for exactly that reason.
