DD (3 yo) inappropriately touched by 4 yo cousin (boy)

I'm currently at a loss as to how to deal with this situation. My DD and her cousin are both looked after by my parent in-laws one day a week. I trust them with the kids and there has never been any problems aside from the usual kids fighting each other over toys and whatnot. Today when my husband came home from picking DD up he told me that there was some inappropriate touching going on, which was initiated by her cousin. DD told him no and she didn't like it and I think my MIL then noticed what was happening and broke them up.

This has never happened before, so I'm assuming this was all kids being curious about their bodies and whatnot, but I'm just wondering if there will be a next time. We had a talk with DD about bad touches and saying no. And my SIL had talked to her son about the situation. Is it an over reaction to no longer let DD play with her cousin anymore?

I think I would talk to the NSPCC and ask for their advice before making any decisions.

I'm in NZ and we don't have something like that here (at least I don't think so). We're going to talk to my MIL to find out what really went on and go from there. I'm still really stressed over this and not sure what to do.
