My 4 year olds behaviour is really bad and I don’t know how to manage it!!

My 4 and half year old daughter is very challenging at the moment and has been for quite some time. Amongst the tantrums and meltdowns about things she has always picked on her baby sister. She does this when she thinks no one is looking and when we are around. I thought it was a cry for attention so we showered her with love and positivity but still, the squeezing, poking, getting in her sisters face has continued. We’ve asked her why and sometime she says she doesn’t like her sister but other times she just says she can’t help it. I wonder whether it’s boredom. Whatever it is, its relentless and it doesn’t matter what we do, she will not stop. I just dread starting the day as it just happens constantly. She’s also now refusing to go to bed and keeps getting up when we put her to bed so there is just no rest from her. I really worry that my youngest, who is now 1 is getting really angry with her older sister and this is teaching her to be rough too. I also have a 7 year old who thankfully is very placid and easygoing but it’s just my middle girl who’s really testing me to my limits. Help!
