10yo speaks in up and down monotone voice

It’s really difficult to explain what I mean without giving an out loud example but basically she will talk like this:
Can I HAVE some . more JUICE please
WHEN are we . GOING to the park
(capital words mean deep and lower case means high pitched full stop means a long break before saying the next word)
Everytime she talks she will yoyo between high and low, other times she sounds like a robot. there is never any emotion in her words even if you would expect the sentence to be said with sympathy/excitement/sadness for example. Every sentence sounds like she is asking a question even when she isn’t.
I’ve noticed more when she is directing her comments or questions at a specific person she will push her head up away from her neck and glare into the persons’ eyes without blinking until they reply.
Im really concerned about this as I’ve never seen it before and I have worked with children all of my life.
Could there be something medical going on here? Is it age/hormone related (although I’ve only known male voices to change during puberty). Autism?
Any advice would be appreciated
