3 year old always at his 1 year old sister

Hi everyone .
I have a 3 and a half year old boy and a 15 month old girl. He is CONSTANTLY at her now, especially since she started walking. We really do give them both equal attention but maybe a bit more to her since she has started walking. He's always following her trying to bring her down on the ground if she's walking or just jumping on her. I'm always saying "leave her alone" "be gentle" god love her she's always minding her own business when he comes over annoying her. Today they were both in the playroom and I watched for a few minutes. They were both doing their own thing when he walked over to her, pushed her and bit her hand 😭 I'll attach a photo of what he did. I'm so upset that he would do that to her. Why is he not gentle 😭 I obviously roared at him and there were tears but how do I make him stop. Please any advice welcome or similar experiences . It's really upsetting me

That must have been so awful for all of you. So you definitely can't leave them together at all if he's being violent.

Does he go to Nursery? How is he there with the other DC?

Is there a chance that he's Dopamine seeking when he does these things?
