Is it common for parents to not care when their child is aggressive?

I have a 3 and a half year old son and I am mortified if I think he's hurt someone whether out of anger or accidentally. However I can wait outside the preschool and see kids age 3 and 4 picking on kids or just shoving and pushing pretty hard where they are clearly upsetting the other child and the parent does sod all or are too busy on their phone. I just don't get how we got to such a "just not bothered in paying you attention" generation of parents?

Is your issue 3/4 year olds shoving and pushing or parents on phones?

Shoving and pushing totally normal way to communicate at that age.

Parents on phones no not good.

It may be normal but doesn't mean you just ignore it because facebook is more important.
