Weird food behaviours - in both kids?!

We have a two year old and seven month old.

The seven month old won't wean. We've tried everything, puree, baby led, fruit, veg, toast, cereal, pasta, noodles, omlettes, fritters - you name it! We try three times a day, when she's hungry, not hungry, at the table, in the living room. Any ideas? She'll touch it, play with it but it will not go in her mouth and if we manage to get anything in she bags and spits it out. It's been over a month! She's a very, very good weight, she's in 18-24 month clothes so we're not worried she's not getting enough food...

The two year old is where it gets tricky, since he was a baby he's been weird with food. The second he could see a bottle he went nuts. He wanted it now. Right now. And he's never grown out of that. He cannot wait 30 seconds for food and if its not what he wants he just screams. And if it is what he wants but he's in a panic, he won't eat it until he's calm. He'll sit at the table for two minutes, eat the hot he wants then, "I'm done". His palete is getting increasingly limited. I've just introduced a weekly meal plan so he gets repetition, he is offered a food he likes and a familiar food he won't yet try (cheese and biscuits and grapes for example, three times a week - he won't eat the grapes, he'll eat the rest). There is a wide variety of familiar food he won't try, Saturday we make pizza and he chooses from multiple toppings for example. Absolutely no biscuits, chocolate, sweets etc. He will not eat a single vegetable.

He also has eczema, he's had a rash around his mouth for well over a year.

Any thoughts or similar behaviours?
