Baby rash! Has anyone experienced this? Pls help

My baby has had this rash on and off since birth.

Of course called docs as soon as we noticed , they didn't see him, just asked for photos , brushed it off as Erythema toxicum. Gave us a basic cream and told us to apply daily. However it did not fade after all this time (6months) and they are still telling us to apply cream 4x a day and they think is excema/due to teething & to keep applying the same cream!? For a few more weeks and if it doesn't fade then to bring him in for face to face appointment...

I know a doctor personally so spoke with him to get another opinion. he said as long as he's feeding , weeing etc he is fine, not to worry so much, but of course I do he's my baby..

We are calling Tomorrow demanding to be seen and a 2nd opinion. The rash always fades but always comes back. It gets very red and dry.

He's always exclusively breastfed & has just started weaning.

Anyone experienced this?
