2 year old pushes kids and doesn't wait his turn at the park

Is this a normal behaviour? He is just 2.

Weve obviously not been round anyone for a year so I've never noticed this but recently with the weather the park has been so busy so ive really noticed it.

If I ask him to wait his turn its like he cant hear me! Or if he pushes someone and I ask him not to, he laughs like its a game.

Help!

This is normal behaviour for a 2 year old if you ask me.
