4 yr old DS won't stop hitting other kids

My 4yo DS won't stop hitting other kids at nursery. Usually over sharing toys. He also shouts a lot. He has recently been fully assessed by a consultant paediatrician because the nursery staff suggested he may have ASD. The paediatrician couldn't find any signs of spectrum disorder or anything else and said we have nothing to worry about. But the hitting won't stop no matter how I try to explain to him that it's wrong or punish him by taking toys away. Anyone else had this problem?

Persevere on the consequence front. And be strict, a toy taken won't come back. It goes in a black bin bag and is gone forever.
Screen avoidance would also be a good punishment, He screams, no tv. He hits, no tv/ipad for 1 week.
