Another toddler in my sons nursery keeps biting others, what to do?

Hi. I had a phone call today from nursery to let me know my 15 month old had been bitten on the back by another toddler. He had been pinned against the sandpit and bitten so hard it broke his skin through three layers including a jumper.. this is the second time he’s been bitten by the same toddler and I’ve been informed the same toddler has also bitten others. Am I being unreasonable in being angry with the nursery? The first time it happened I brushed it off as one of those things and knew the parents of the other child would be really upset and know the nursery workers can’t eatch everyone every second, but this has happened multiple times now and I don’t feel like the nursery are handling it well if it’s been allowed to continue happening (also presumably it wasn’t dealt with quickly if it’s broke through skin with clothes on!!). What should I do? I’m going to look at a new nursery on Monday..
