3.5 yr old DS lashing out at other children

My DS1 is 3 and a half and most of the time is a lovely little boy.
He’s quite shy and when he’s a Nursery he plays mostly by himself or along side other children, but has never misbehaved such as hitting or kicking. He’s very well behaved. But when he’s with us he’s a nightmare with other children.
For example I went to a Christmas market yesterday with him and he started to try and push a bigger boy for no other reason then he was close by. Later that day we went to the pub for lunch and there were 2 younger girls there. Him just walking past them caused him to lash out. He will say I hit that girl with a smile on his face. I tell him that’s naughty in a calm voice but he doesn’t listen.
I have completely given up on toddler groups & soft play, but he recently went my friend and her little boy (one of this mates) and he was as good as gold.
Is it just me and my husband setting him off with his behaviour? If so how can I stop him? I’m at my wits end!

How is he punished now? Would he respond to a star chart? With toddler groups I wouod explain (at length!)what behaviour you expect and say that if he misbehaves you will leave and he won't get to play. Then stand by it.
