My kids seem to enjoy being told off!

I'm at my wits end with my kids. 5 year old has turned into a bit of an asshole and the almost 3 year old isn't far behind having that title, too!
5yo will do something naughty-get told off for it-then do it again, whilst making eye contact. Goes out of his way to be naughty, basically. And just isn't arsed about being told off.Extreme twatty behaviour IMO!
He's not nice to his brothers. He's a sweet kid though!
I asked his new teacher if she'd noticed any unsavoury behaviour(thinking she'd say he'd been fine) but even she said he's been disruptive and has had to put his name on a naughty-type-list. And she said he just doesn't seem bothered by it!
Help... I'm starting to dread spending time with my kids as all they do is piss each other off and I spend my time telling them off, which has no effect whatsoever!

It is the attention you are giving you. Kids love attention, even the negative attention. I would try ignoring the small annoying stuff. Give him lots of positive attention.

I've tried that. But when it's constant i have to tell him to stop otherwise he hurts his little brother or the puppy...

When you tell a kid what not to do, they're often unfazed and keep acting that way, or even smile and keep doing what they're doing, because "don't" is a hard command. After all, what are they SUPPOSED to do at the moment when they're tempted to kick or hit? Try instead of "don'ts" to give your children a redirect toward something they should do as well. Like this:

"Let's go kick the ball instead outside, we don't kick our brothers, when we feel like kicking we ask to go outside so we can do it somewhere appropriate."
