5 yr old keeps putting things in her mouth

My 5yr old is frequently putting things in her mouth, pen lids, toys, plastic jewellery.... You name it. I remove the offending items, she finds something new. I've told her off, distracted, pleaded, discussed the reasons why, explained chocking, explained hygiene, and even ignored it (while watching closely).

I am terrified I will find her unconscious or worse. I want her to be able to play in another room without me hovering/worrying but it's too risky that she might choak. Does anyone have any suggestions to help? She has never had a dummy and is a bit of a thumb sucker.

These are designed to be chewed or put in the mouth safely. I know someone who used them to stop her DD from nailbiting.
