12 week old baby not holding head steady

My DS turns 12 weeks this Friday, however he still isn't holding his head steady. He hates tummy time but when he does do it hold its for 20-30 secs and will go from side to side. (He much prefers laying on your chest and doing it) When holding him he doesn't hold it too steady. Anyone else had experience in this? Is it normal?

I think that's very normal - imho some babies are stronger than others but they all get there - 12 weeks is early as far as I know but you can always ask your GP if your concerned - actually they usually check that they're on track for that at the 6-8 week check.

DD2 is coming up to 10wks and also hates tummy time barely lifting her head for more than a few seconds but on my chest will hold it up for a lot longer even with me virtually horizontal.
She is quite good when upright but will still suddenly lose strength and her head will drop or bob about before she regains control.
DD1 was the same so sounds "normal" to me.
