How is this name so popular but never been number 1??

This is random but I was just thinking about the name Elizabeth, it’s been in the top 100 names ever since the names have been kept Track of since 1880 but I don’t understand how it’s been so popular for so long but never in the number 1 spot. For example there’s names like Emily entered the top 100 in the late 70s that got mega popular in the 90s and went all the way to the top very quickly and was in the number 1 spot for the 2000s but is now already nearly falling out the top 20. My question is how can a name like Elizabeth stay so popular but is never number one like Chloe , Emily, Olivia once were?? I don’t know if I make sense does anyone understand what I mean

Well it's like competing in Wimbledon every year, always getting to the semi-finals or finals but never winning. Always popular but never at the top.

When the Queen dies I expect we will see a surge in popularity but not sure if it will be enough to make it number one.

I have one. We chose it because it’s a classic that never seems to date to a specific era. I think if it was #1 that would have put me off.

Because it’s always around, so it never has a massive surge in popularity, just always pretty popular.

Elizabeth is also popular middle name and Social Security of USA only list most popular first names.

Parents who love Elizabeth may also love this name as middle name.

It's a constant classic.
Similar to David or John maybe.
I wasn't at school with any Elizabeth's.
