Arthur, Eli and James for the boys. I also like Tommy and Teddy but would use Thomas/Edward to give a more grown up option. I really like Florence and Penelope, and quite like Norah too.

BOYS

Eli is the boys name we have picked out, so of course I love it!

I find Arthur, James and Tommy a bit plain. Bodhi sounds like a child trying to say Brody to me. Teddy would work on a baby but I can't imagine it on any other age. Not a fan of Fraser, Ozzy or Vinnie. I like the others.

GIRLS

The only names I don't like are Elsie, Nancy and Norah. I adore Penelope and Noa! I've never heard of Oliana but it's lovely. Delilah in the Bible wasn't a good person, so that's something to be mindful of, though I still really like the name.

James - yes, used to find it a bit bland but like it more now

Ozzy - would love it as a nn for Oscar or Oswin

Tommy - like Tom or Thomas but not Tommy
Vinnie - ok as a nn for Vincent

Cali- I’d spell it Callie, I like the sound

Arthur - lovely. Very popular now but for good reason
Bodhi - naff
Elias/Eli be- lovely and much less popular
Fletcher - don't like. And Fletch is awful
Fraser - lovely. Again not popular
James - I'm not a fan as I find it dull. But better than Fletcher
Marley - don't like at all
Ozzy - don't like at all though don't mind as shortened form of Oscar
Rez - do you mean Rex? I quite like Rex. Rez is awful though
Spencer - it's ok
Teddy - it's ok
Tommy - it's ok
Vinnie - don't like at all

Cali - I really like Callie but don't like Cali.
Delilah - not keen
Elsie - lovely
Florence - lovely
Marley - don't like at all

Oliana - don't like at all. Reminds me of oleaginous which means oily/greasy

Arthur - ok, quite overused. Hate Art.
Bodhi - bit daft, but don't hate it.
Elias/Eli - cannot stand Eli, the ultimate whine of a name, sorry.
Fletcher - No.
Fraser - great
James - great, good short forms too.
Marley - no
Ozzy - short for Oscar is a great choice, you get cool plus the classic option
Rez - no
Spencer - ok. Classic and underused, I want to love it but don't actually like the sound very much.
Teddy - feels daft and babish as the full name
Tommy - ok if Thomas, again just a bit babyish for an adult
Vinnie - if Vincent, yes

Girls

Cali - if short for Caroline yes
Delilah - ok
Elsie - depressing, also the retro granny names now sound a bit over.
Florence - like
Marley - no
Nancy - lovely
Noa - no
Norah - no
Oliana - no
Penelope - lovely
Ronnie - no

You've got a good few names in there that would be brilliant as short forms of longer classic names. Go down this road, as you get the name you like plus they get options!
