I love both, they are the kind of short, neat name I like.

I'd pick Rose because I prefer the flower, I'm not keen on lilies. I also think Rose is a bit stronger and feistier. Lily is softer and sweeter.

Lillian is better than Lily IMO. the latter sounds a bit frivolous.
i always imagine an announcement, and printed court circular:
her honour judge rose smith has been appointed to the supreme court.
that would work. Lily, doubtful.

Had we had a girl she would have been Lily but it's my grandmothers name, so nothing to do with being popular.

It is incredibly popular though.

Rose by a mile. More classic and far less common as a first name. Sweet on a girl but elegant on an adult. There are lots of short similar sounding L names to Lily - Lola, Lila etc, while objectively pretty I think it’s just got lost in a sea.
