In a non French speaking country, definitely Louie!

Louis is often pronounced Lou-is.

I think the Louie spelling has actually become the more popular one. Have a look on ONS.

In English, Louie works much better if you want that pronunciation. The spelling is much more intuitive and it'll be less confusing when he learns to write his name!

Louis is pronounced Lou-is in America (eg St Louis) and many other non French countries.

Perhaps William should be spelt Willyum going forward to avoid confusion.
