Heather seren
Tansy rose, or any other ideas that go well with sister's name, Juliette.

They are all lovely names, although I don't really like Heather. Sounds 80s to my ear.

Of your choices I'd go with Alice or Cecily. Beautiful!

How about Valentina. You can always use Rose for her mn. Gorgeous elegant and very fitting for a February baby.

Alice Rose is beautiful. All your others are nice too, although I am not quite so sure about Tansy, although it's pretty, as it is perhaps a little bit cutesy.

Rose and Seren are both beautiful middle names. Seren is more unusual obviously, but if you don't mind that every 2nd or 3rd little girl has the middle name Rose it's OK. Anyway I guess overpopularity doesn't matter so much with middle names and 'Rose' does sound lovely added on to almost any name.
