How would I make a Victorian style pinny??

I'm looking for some inspiration. DD's class are going in dressed as little Victorian children in a couple of weeks so need to make something for her. I'm looking out for a flowery dress on Ebay then thought I'd have a go at making one of those smock type thing the girls used to wear out of a cotton sheet. Any ideas on how to make one quite simply? My sewing machine is broken so I will be doing it by hand so need to get crackin soon

The ones like pinafore dress things?
Erm...fold the sheet in half and cut a rectangle out at the folded end big enough to get their head through then trim sides down so they've got like a vest style straps.
Cut to length, hem bottom & sides (with wonderweb!) and use an offcut strip as a tie belt?

Think it definitely needs a frill around the bottom.
