can suggest lots of things to do at home, like umlellala says though, it's all messy play , hand printing then cut them out and make mobiles out of the shapes, get him to print with his finger tips all over a sheet of paper then when its dry, use a felt tip and draw faces, arms and legs to make them into little people. as he's so young, get lots of smallish cardboard boxes, paint them different colours and draw windows on them, you can stack them up and he can knock them down. for out of the house activities, library, church hall or local village hall are usually the best places to start.
where i live there is a play and learn session on once a month, for 0-3 yrs, lots of different activities, painting, collage, books to read etc. the first time i went, the messy play area was a small blow up dingy filled with oats!! (dry oats btw), but the kids loved it, made a huge mess, if you were doing it at home, i'd do it outside!, but the kids loved it. a couple of months after that, they did the same things again but this time filled it with cornflakes. they loved crunching them all up and harmless if they decide to eat them too!
