Making baby trousers - do I hem first???

I'm attempting my first even pair of trousers. Haven't got a pattern - just cheap bit of linen and a made up pattern from some other of DD's trousers. Question is, do I hem the ankles before I sew up the seams? likewise the bit at the waist where the elastic will go? TIA

don't know what kind of sewing machine you have, but on most you can take off the 'drawer' section to give yourself a thinner sewing surface for doing hems.
not sure if I've explained this v comprehensively ... maybe someone more articulate will come along.

"free arm' was the phrase I was searching for.
but, I guess baby hems would be too small to fit around a free arm, so hand hemming will have to be the way forward.
