Tap Cardigan tension help!

Hello, first post on this but been knitting a while so I would say I'm a fairly confident! I've made clothes, hats, decorations etc

I treated myself to a knit kit from We Are Knitters for the Tap Cardigan and am having trouble with my tension square. Wondered if anyone had any advice.

Wool tension is 23 rowsx 18 stitches
Pattern tension is 33 rows x 18 stitches
Both use 5mm needles.

I did my first swatch on 5mm and came out with 23 rows x 19 stitches. I know the extra stitch is negligable but such a massive difference in rows is a problem! I tried a second swatch on 4mm needles but this was coming up as 23 stitches so I gave up! Should I try 4.5mm? Try the 5 again? Does anyone have any tips and tricks of what to do?

I have to be honest I don't normally do a tension square and just dive right in and it normally works in my favour but this wool is tricker than I'm used to so don't want to chance it!
