Glow sticks or equivalent for under 3s

Does anyone know if it's [possible to get glow sticks, or some kind of light source, that's suitable for under 3s to handle?

why can't under 3s have glow sticks? if you watch to make sure they don't eat them.

there are LED bath ducks that are probably todder proof
