Can anyone recommend a dress pattern to make this?

This is a long shot, but I thought if anyone knows then it will be Mumsnet. I came across this dress on a thread on another forum about a dipstick man trying to dictate what his girlfriend wore (universal advice was she should LTB).

I absolutely love the yellow dress on the night (apparently I, too, want to dress like Ms Frizzle) and would love to make it. I'm reasonably confident in pattern hacking, but can't find a pattern that comes close enough to make it!

Does anyone have any recommendations? The elements I'm really looking for are a pattern for woven fabric, with a double layered skirt, and a shaped hemline.

Hmm not too knowledgeable but it looks like a circle skirt (cut on the bias)

It's sort of like this only with an extra "ruffle" and shorter points.

"Handkerchief hem" is what I searched for as I thought that's what that sort of hemline was called. I didn't look too far through the search results so you might find something even closer.

Ellie & Mac?

Breezy/sweetie pie/reversible/bat-wing and there are a couple of peplum styles too. One of theirs might hit the spot - east to make too.
