Nativity costume

I need to make my daughter a nativity costume - can't afford to buy one (especially for what will be used in a 30 minute performance) but have plenty of basic arts and crafts supplies. I have made a tutu for an angel costume but need to make some angel wings, any ideas from people cleverer than I am because my first attempt has not gone well . How do you strengthen cardboard and what can I use to imitate feathers? Do I just paint them or is there something better?

To strengthen the cardboard, stick two layers together- if it's corrugated then put the ridges perpendicular to each other. You could mimic feathers with crepe paper by cutting it into strips and then cutting into one edge.
